DC rolls out a bill to crack down on “spec” tickets and more

This is from around my way. 

A reader asked what I thought of this. 

So let’s give you some bullets:

  • Spec tickets have gotten out of control. 
  • A cap on resale sounds good in theory, but how is it enforced? Just like the BOTS act sounded great. But it has only been enforced once. 
  • Having sellers register is wise. The NATB has required members to have a dedicated place of business for years. 
  • $10,000 fines seem strong, but enforcement is the key. The District has cars rolling around with hundreds of thousands of dollars in tickets that haven’t been collected. So without enforcement, it means little. 

In general, I’m skeptical of these things because it is easy to pass ticket laws. 

They are usually pretty popular with citizens. 

But two questions always remain:

  • How are you enforcing this?
  • What does success look like?
